You should go to a passport photographer who knows the requirements and has a special passport camera that shoots two identical photos simultaneously. You can have passport photos made at a Kinko's, photo stores or look in your local yellow pages under "passport photos". The photos must meet the following requirements:

1)  2X2 inches
2)  Pale color or white background
3)  Full face, front view
4)  The photos must be identical
5)  The photos must have been taken within the last six months
6)  Photographs retouched so that your image is changed are unacceptable
7)  Do not wear a hat unless for religious reasons (if so, please include and explanation)
8)  Wear normal day-to-day attire. Do not wear uniforms
9)  If you normally wear a wig, hearing aid or prescription glasses, wear them for the photo
